Don't highlight toolbar buttons when application window is inactive

When window is inactive, clicking on toolbar only activates app but not executes toolbar command. It is OK, but toolbar button should not be highlighted to avoid confusion. Button should be highlighted only when clicking on it will execute the command. See MS Word for example. It has such behavior.

This is, alas, a bug in the underlying WinForms control. It's possible that it could be fixed by subclassing the control.
