Add ability to rotate or truncate old Fiddler logs

Currently, it appears that the Fiddler log grows unbounded in length. If left unattended, there may be memory implications. Perhaps there should be an option in Fiddler settings to rotate the log, or just delete it after it gets to a specific size.

Indicate in UI if setting change requires Fiddler restart

The notice: "Note: Changes may not take effect until Fiddler is restarted" is somewhat helpful, but what would be more helpful is if Fiddler asked you to restart or there was a "restart needed" indicator somewhere when a setting required it.
