The attached screenshots show a customized UI layout and a broken one that is Fiddler shows me on each start of the program.
The program window doesn't remember its on-screen position as well: it's always shown in the left half of my only display.

A temporary workaround is using nircmd to launch Fiddler:
nircmd exec hide C:\app\web\Fiddler\Fiddler.exe
The bug also happens with /quiet command line parameter.
Ah, I see. My startup shortcut sets the window state to Minimized, the thing that worked successfully since the early 90s, but it completely screws Fiddler.
P.S. I also have "hide when minimzed" in Fiddler'soptions.
And no, Default view doesn't preserve the layout customizations and window position.
One 30" display set at 2560x1600 at a standard dpi of 96. No window managers or theming systems. Just a normal custom Windows theme that I use for 5 years or so. Fiddler is the only app that exhibits this bug.
This isn't a problem in the general case; it appears you're using some third-party window manager or theming system?
How many displays do you have? If Fiddler is set to View > Default Layout and restarted, are positions preserved?
