Chrome seems to think if the server name is missing from the SAN (subject alternative name) that the cert is invalid when the server name is correct on the subject name.

All modern certificate generators for Fiddler set the SAN. In Tools > Fiddler Options > HTTPS, change the certificate generator using the link on the right from MakeCert to CertEnroll and then use the Actions button to reset Fiddler's certificates.
